Moving from the White House to an agency. Another pattern we observed was the movement of White House staff (including Executive Office of the President staff) to agencies. This is a common occurrence during the second term of an administration.

― Christopher Lu, Deputy Secretary of Labor, served as the White House cabinet secretary and assistant to the president from 2009 to 2013. He was nominated to be deputy secretary of labor in January 2014, and confirmed in April 2014. Lu recalls, “I had just spent four years in the White House and I knew the President’s policy and management agenda pretty well. I had also been sitting on the President’s Management Council in my role as cabinet secretary. So I knew a lot from my job at the White House.”

― R. Gil Kerlikowske, Commissioner, U.S. Customs and Border Protection (CBP), served as director of the White House Office of National Drug Policy from 2009 to 2013. He recalls, “The White House asked for names of potential candidates for the CBP position. I volunteered for the job. I was eager to get back to operations and get away from policy.”
